The regulatory cornerstone of El Salvador's digital asset framework. A registered provider may offer digital asset services such as exchange, transfer and custody — strictly within the scope the regulator authorises.

CNAD approved the application of Libertum, S.A. de C.V. on 31 August 2026 and granted registry entry No. PSAD-0094 in the Registro de Proveedores de Servicios de Activos Digitales, under resolution ref. CNAD-CD-477-2026.
